The West Virginia Board of Risk and Insurance Management (BRIM) is soliciting bids from qualified firms or individuals to provide consulting services in various areas of public entity insurance programs, insurance markets and risk financing options designed to protect the state and its property, and to protect and defend its agencies and employees against liability claims.
 
BRIM is responsible for the state's property and casualty insurance and risk management needs, other than Workers Compensation. In addition, BRIM is required by statute to make this coverage available for political subdivisions, charitable or public service organizations, emergency services agencies, and Boards of Education under BRIM's Public Entities Program.
 
The consulting contract will require review and analysis of existing risk programs and coverages, limits, deductibles, forms, and other terms of current programs; analysis of the ability of the current programs and design to address the state's risk exposures; whether the programs provide the most economical balance between risk limitation and cost. The consultant will provide information relating to alternatives to current programs and forms of risk financing for BRIM's consideration, and assistance in the development of goals and planning for any modifications that are pursued as a result of the evaluation.
 
The RFP will be issued on March 22, 2019. A mandatory pre-bid meeting is scheduled for April 15, 2019. In-person attendance is required at the pre-bid meeting. Bid submissions are due in BRIM's office in Charleston, WV by 3:00 pm on May 17, 2019.
